Pepe "Pepito" Silvia is a New Mexican rancher who is now eternally banished to isolation in White Sands, New Mexico with his extended family, the sum of whom are deemed the Irradiated Bastards.

While working his cattle in 1945, Pepe and his family missed the calls for evacuation from the area, as it was due to be bombed with some kind of new "device."

When that device struck the earth, the not-yet-irradiated New Mexicans were within a half mile of the impact zone. They were affected by some kind of special Super Cancer that rendered the survivors terminally extrafertile, but also horrendously mutated. As the patriarch of the family, Pepe's corruption was so profound that he became the equivalent of an unrecognized Super Ghost, able to view and communicate with -17i and +17i, sometimes simultaneously; a chaos which renders him almost completely incapacitated for the majority of the day.

On the day of the incident, his favorite mannequin head was in his hand, and this head became a hemigod in the destruction. While permanently bound to Pepe's right hand and waist, this head, Woeful Jack, can reveal the deepest and darkest truths in a person's mind merely by making mutual eye contact.
